E = E: Floating in Mid-Air. Attraction, Repulsion, and the Neutral Energy State

If we look at a graph of the orbit of the International Space Station we notice that it bobs up and down. You do not see this kind of erratic orbit in moons or planets or in stars in orbit in some galaxy.

The Space Station must normally be kept just below its ‘escape velocity’ which means that the Space Station constantly maintains an attractive energy state with respect to gravity. This leads me to draw the conclusion that there exists a state, the neutral state, which is neither an attractive energy state nor a repulsive energy state, and which is the energy state of most moons, planets, and orbiting stars, which is the neutral state which lies on the border between attraction and repulsion. Therefore my hypothesis is that if the Space Station were outfitted with an energy system, as I described previously, working to keep it aloft like a weather balloon supports its instruments, and if that ‘energy balloon’ (the battery connected to solar cells and LEDs) were to be maintained at the neutral energy state (where the energy state of the Space Station matches the Orbital Energy State at that position in the spatial gradient, such that E = E) then the graph of the orbit of the Space Station would be stable and come to resemble the orbits of other orbiting bodies in the universe.

Therefore we could describe the energy state where E = E as the flotation state, and this would be the state at which weather balloons stabilize in the gravitational field, and the state required by any other object which would be found neither rising nor falling but rather floating in mid-air in a gravitational field.
