The story began in mid July, 2001, with a much heralded report of the complete success of the latest test of the missile defence shield. BBC : US missile test hits target. According to the press reports at the time, "An interceptor rocket launched from a remote Pacific atoll managed to hit a mock nuclear warhead launched from California, nearly 240km above the Pacific Ocean. It was the first test of the "hit-to-kill" system since George W Bush took office, and the first of a total of four tests reported to have been wholly successful. (The test missile) managed to disregard the decoy that the Minuteman was carrying and smash into its intended target, the dummy warhead, at 0309GMT. "We believe we have a successful test in all aspects... the kill intercept was confirmed by all of our sensors," said Lt General Ronald Kadish, speaking at the Pentagon."

Protest followed, with critics suggesting that it is always cheaper to deploy decoys to fool expensive sensors than it is design such sensors. BBc : Critics take aim at missile defence. A successful test of the system was vital for the political fortunes of the administration. "Missile defence has been brought into sharp focus by a test planned for Saturday - the first since Mr Bush took office. Previous tests have ended in failure. A US arms control expert said Saturday's test would prove critical to Mr Bush ... the test had been designed to be as easy as possible. If Saturday's test is not successful, Democrats will have a powerful position from which to fight the Pentagon's request for a 57% increase in the programme's budget."

Just how easy the test shot had been made was finally revealed this week. The dummy warhead had been carrying a global positioning beacon allowing the missile to track it and hit the target dead on. "The target destroyed in the "successful" defense shield test contained a global positioning satellite that made it easier to detect ... a few days ago, the Pentagon confirmed the role of the GPS device ... the Defense Week scoop was either buried or ignored by the mainstream media, which had so obediently celebrated the technological breakthrough two weeks earlier. And as Kadish later acknowledged, each of the previous three tests -- two of which failed anyway -- had also involved the use of a guidance beacon. (To longtime observers of the missile-defense effort, this latest news recalled the notorious "Star Wars" scandal, when investigators discovered that a target had been secretly heated to ensure that it would be picked up by the interceptor's infrared sensor.) ... the Pentagon and the Bush White House mean to stifle any dissent about the capabilities of their favorite toy. They have repeatedly sought to reclassify documents that show that the system doesn't function as advertised."
