David was King of Judah and his grandmother Ruth was a Moabite. The book of Numbers is hostile to Moabites, and this suggests a possible source for the story of Balaam in its original form in the Northern Kingdom of Israel. For political reasons, the reference to Moabites in Numbers is edited to refer to 'Midianites' indicating that later editorial revision was made during a later time when Israelite and Judean manuscripts were gathered together into a single composite Bible.
